Microsoft has fixed a bug that prevented calling emergency numbers through Teams on Android. For that, you need to update Microsoft Teams on your Android phone.

This problem appeared on smartphones running Android 10 or later. There was a call to the phone once, but it was found that the phone was not connected.

After that, even if I went to the call log, it would show that no call had been received. Google will also release the update on January 4.
